VATax Reform Newsletter PEC 45

This is the VATax Reform Bulletin, a periodical with the main information and news about the reform of taxes on consumption.

Consumption taxes – in special PIS, COFINS, IPI, ICMS and ISS – correspond to more than half of the entire national tax burden and, without any doubt, it is the most complex part of our system, therefore the world champion in complexity.

Brazil has been trying for decades reform this facet of the system, but without success. However, after much maturation of the reform proposals on the table, we had the approval of the text of PEC 45 in two rounds. Its text converges with PEC 110/2019, which indicates a high chance of being approved by the Federal Senate, which foresees voting until November 2023.
