Paulo has wide experience in tax and international tax laws, both in Brazil and abroad, having represented large and mid-sized companies, in particular foreign, in many types of transactions since 2001. His overseas experience includes working for Ernst & Young and KPMG in Munich. In Brazil, he has worked for the Brazilian National Treasury Attorney General’s Office.

He is author of the books “Double Tax Treaties Policies of Brazil” and “A Bitributação Econômica do Lucro Empresarial” (Double Taxation of Business Profits), as well as numerous articles for various publications.

Paulo is Member of the Academic Committee and professor of the courses “Domestic Tax Law” and “International Tax Law”, Brazilian Institute of Tax Law (IBDT). Member of the Scientific Council of the Tax Law Review and of the International Tax Law Review of the Brazilian Institute of Tax Law (IBDT).


Bachelor of Laws Degree (LL.B.) from Universidade Federal de Minas Gerais (UFMG). Masters of Laws Degree (LL.M.) from Ludwig-Maximilians-Universität, Munich. PhD in Economic Law, Vienna University of Economics and Business (Wirtschaftsuniversität Wien) with thesis in “Double Tax Treaty Policies of Brazil”.

Member of the Brazilian Bar Association, Instituto Brasileiro de Direito Tributário (IBDT), Associação Brasileira de Direito Financeiro (ABDF), International Fiscal Association (IFA) and Deutsch-Brasilianische Industrie-und Handelskammer (Brazil-Germany Chamber of Commerce and Industry – AHK Brasil).


Paulo is recognized by Chambers and Partners as one of the main active lawyers in Brazil in Tax, having been praised by his clients as “a very intelligent lawyer who has good common sense and strives to find solutions that simultaneously protect the clients and address their interests.” He frequently advises multinational groups on tax structuring for M&A and corporate reorganizations, and also has noted expertise handling cases involving indirect taxes such as ICMS.
